What a cardboard drone teaches us about building capability

SYPAQ Systems is a Melbourne company founded in 1992. It builds autonomous systems, electronic warfare equipment, and sensor platforms for defence and government clients. But the product that put the company on the global map is made of cardboard.

SYPAQ calls it the Corvo Precision Payload Delivery System, or PPDS. The airframe is waxed foamcore. It arrives as a flatpack. You assemble it with tape and glue. The wings attach with rubber bands. The whole thing costs around $3,500 per unit.

It flies up to 120 kilometres. It carries up to 3 kilograms. The onboard systems run commercial off-the-shelf hardware and open source software. It navigates by dead reckoning when GPS is unavailable, using speed and heading to find its way. The foamboard construction and lack of a continuous communications link give it a small radar and acoustic signature.

PPDS was developed in partnership with the Australian Army under a $1.1 million contract. It entered service in Ukraine in 2023, where operators use it for logistics resupply, reconnaissance, and strike missions. Ukrainian forces customised the platform for roles SYPAQ did not originally design it for. The drone can return and land for reuse, but at $3,500 per unit it is cheap enough to treat as expendable.

SYPAQ has since moved further. In May 2026, the company announced delivery and entry into service of Corvo X, a next generation military grade small uncrewed aerial system with vertical take-off and landing, designed and manufactured in Australia under the DEF129-SUAS Acquisition Program. That same month, SYPAQ received funding under ASCA Mission Syracuse for Corvo Strike, an interceptor drone for counter-UAS operations.

The lesson for Australian organisations

The PPDS model works because it inverts the normal approach to capability. Instead of building the most capable, most expensive, most resilient system possible, SYPAQ built something cheap enough to lose. That changes the operational calculus entirely.

For a government agency running border surveillance, the question is not “what is the best drone?” It is “how many surveillance flights can we afford per month, and what happens when one fails?” A $3,500 expendable platform that assembles in the field, requires no specialist maintenance, and runs on open source software answers that question differently than a $500,000 system that needs a certified technician and a supply chain.

For a security company monitoring remote infrastructure, the same logic applies. Solar farms, pipelines, fence lines, water treatment plants across regional Australia. The cost of continuous monitoring with crewed patrols or expensive sensor networks is prohibitive. A fleet of expendable aerial platforms that a field technician can assemble and launch changes the economics.

The Corvo model is not just about drones. It is a design philosophy. Build with materials that are available everywhere. Use components that anyone can source. Make the assembly simple enough that a non-specialist can do it in the field. Accept that some units will be lost, and price accordingly. Optimise for volume of operations, not survival of individual assets.

Where this goes next

SYPAQ’s trajectory from the $1.1 million PPDS contract to Corvo X and Corvo Strike in three years shows what happens when an Australian company gets the disposable capability model right. The original product proved the concept. The operational feedback from Ukraine shaped the next generation. The government funding followed the results.

Australian organisations that need persistent aerial surveillance, whether for security, agriculture, infrastructure, or environmental monitoring, now have a proven Australian-made option that does not require a defence-sized budget. The question is whether procurement processes designed for expensive, long-lifecycle platforms can adapt to buy capability that is deliberately cheap, deliberately simple, and designed to be replaced.
